The organization said that the provisions, in a reproductive healthbill, are deeply flawed and violate the government's obligations to upholdand protect human rights. "Compulsory HIV testing and forced sterilization are counterproductive tothe Rwandan government's goal of improved reproductive health," said JoeAmon, health and human rights director at Human Rights Watch. "Provisions inthe current bill that increase stigma, rely on coercion, and denyindividuals their reproductive rights should be removed. " Human Rights Watch said that the reproductive health bill, drafted by theparliamentary committee whose duties include promoting social welfare,contains three particularly troublesome provisions related to HIV/AIDStesting. First it provides that all individuals who plan to marry mustundergo HIV testing and provide a certificate beforehand. Second, marriedindividuals are required to be tested for HIV/AIDS upon the request of theirspouses. Third, if a physician finds it "necessary" for a child or anincapacitated person to be tested for HIV/AIDS, he or she may conduct thetest without seeking consent and may show the result to the parent,guardian, or care provider. Ensuring that all HIV testing is confidential, conducted with informedconsent, and accompanied by counseling is widely recognized as integral toeffective HIV prevention and treatment strategies.

WARNIG: Do not get pulled into the scam!We lost a lot and are in danger of Identity theft. Respectfully, DSMy husband also wanted that system put in and we have had nothing but trouble!it would go off so much we were afraid for them to call the police due to false alarm fees and the customer service is so bad that i contacted safe home security who makes the alarms and silver line does the monitoring and they helped me break the contract, I could never get a tech to the house for repairs they would no show or be very late and did not know what they were doing, and silver line claimed they only have 2 tech for the entire Dallas and Fort Worth Texas area and they also do the installs my question was how can they come fix mine if you only have 2 people total to do installs and repairs?Our system was down more that it worked and i will not sign another 3 year agreement for they get you and it is hard to get it broken no matter if you get bad service or alarm down they have you with the contract. MESQUITE TEXASI initially signed up with Silverline Security and was told by the salesman it was a 1 year contract. Well after 2 years I went to cancel and I was told I was in a 60 month contract. 12 month vs 60 months is a huge difference. When I pulled out my contract it sure did say 60 months.
